Our Manusmṛti on the other hand, has no certain kind of punishments for rape but the level of agony the guilty deserves.

The following are what the Manuscripts says:

(Manu Smriti , apart from laying guidelines for the treatment for Rape.)

• 8.323. Those who abduct women should be given death sentence.
  
  
• 9.232. Those who kill women, children or scholarly virtuous people should be given strictest punishment.
  
  
• 8.352. Those who rape or molest women or incite them into adultery should be given harshest punishment that creates fear among others to even think of such a crime.
  
  
• 8. 275. One should be punished if he puts false allegations or demeans mother, wife or daughter.
  
  
• 8.389. Those who abandon their mother, father, wife or children without any reasonable reason should face severe punishments.
  
  
• 357. Offering presents (to a woman), romping (with her), touching her ornaments and dress, sitting with her on a bed, all (these acts) are considered adulterous acts (samgrahana).
  
  
• 363. Yet he who secretly converses with such women, or with female slaves kept by one (master), and with female ascetics, shall be compelled to pay a small fine.
  
  
• 367. But if any man through insolence forcibly contaminates a maiden, two of his fingers shall be instantly cut off, and he shall pay a fine of six hundred (panas).
  
  
• 370. But a woman who pollutes a damsel shall instantly have (her head) shaved or two fingers cut off, and be made to ride (through the town) on a donkey.
  
  
• 385. A Brahmana who approaches unguarded females (of the) Kshatriya or Vaisya (castes), or a Sudra female, shall be fined five hundred (panas); but (for intercourse with) a female (of the) lowest (castes), one thousand.

This might be what you are looking for and might not.

My Opinion:

Prevention is better than cure. Though at first I myself thought harsher punishment will reduce the rate of rape but it didn't. To my astonishment, it increased. Are the people that inactive sexually? Are our education system not teaching what is important?

Then I thought punishing a drug addict isn't gonna stop him from using. So the porn addiction and their dirty thinking of these guys of women may have lead them to this.

SCHOOL:

So it starts from school. Educating about sex, rape and things related to that isn't wrong. One day or another children are gonna learn about it and get the wrong idea and end up as a rapist. So instead of making them learn by themselves teach them about its ill effects and IMPORTANTLY HOW TO TREAT AND BEHAVE TO A WOMAN. Most of the men in our country have no respect for women whatsoever. They learn this from their fathers. So, school must teach this.

PARENTS:

Parents must make sure that their children aren't going in the wrong direction. Most of the parents think that "Well, my child is in school, what the fuck i do need to worry about. He will learn everything there" They must realize that schools are producers of children who do well only in exams. Parents must talk to their children about everything from a young age itself. Start slowly and reach the right topics during the right time. Parents must be ready to listen what their children are saying. Your serial heroines are not going to come and save you when your kids when they turn bad. Work is important. But what use for the money you earn from working when you realize your kid is not actually whom you thought he was.
Allowing them to social media and internet after teaching about the evil in that is important. The reason why kids start watching porn is because of "the curiosity to explore" then end up becoming an addict. So quench their thirst of curiosity by explaining them what it is. I might sound ridiculous but if you handle this with care then you can almost be sure that your child wont end up liking the evil side of the internet. Again, mothers must first know that how important is for their son to learn how to treat a woman, Unless they do that, no one can save their child from being humiliated in the public.

I don't want to say what the Government must do because I know there isn't even a slight chance they'd implement even if they plan to prevent.

also, India isn't that unsafe to women as the media wants us to believe. Most of the places contain good and nice gentlemen. Its only some very illiterate places these shit happen. Don't get fooled by TRP hunting News channels. They make it look bigger than it actually is.
